I don't think that Luna is a concept album because A Scarlet Letter and Stuck Under Wheels don't seem to mesh with the subject of Vera and Anodyne.
However, suicide makes sense to me both in Vera and in Anodyne. More specifically, one person coming to grips with the loss of a loved one to suicide. I may be completely wrong, but the imagery in both songs tell me the story of someone who wants to help a lover/friend who is so lost and hopeless that she set herself on fire (literally or figuratively). Vera didn't just leave the lover/friend. She "left us all"
However, the proper name Vera means faith or truth and hasn't been popular since the turn of the last century. Maybe there isn't a real person lost, named Vera or not, in the real life of NFT and co... maybe it's an ideal, personified into this Vera.
